SquadLab Agent Runner

This is the control plane for the browser-automation agent (DEVOP-22). There is no dashboard yet — it's deferred (see docs/delivery/devsecops/backlog.md). The live surface today is the API under /api/agent-runner/v1/*; start with /api/agent-runner/health.
